Wet laid, on a full bed
Every paver goes down on a full bed of wet mortar across its whole underside, over a base compacted to carry what will sit on it. No voids under the middle, nothing to rock, nothing for water to get into and sit in.
It is slower than screeding sand and laying onto it, and it costs more on the day. It is also the only version of this that is still flat in ten years, which is why it is the only version we do.

Northern corridor
Deep coastal sand, and a lot of ground that was filled and levelled before the house went on it.
Joondalup is sand over limestone, but the limestone comes and goes. Near the lakes it can be close enough that a base dig hits rock, and a few streets away it is metres down under clean sand.
That matters because the two need opposite things. Over rock you are building up and getting the water somewhere, and over deep sand you are compacting down and stopping the base migrating.
The housing mix does the rest. An eighties home has settled and its paving has finished moving, a recent infill build is on ground that was disturbed last year, and the same quote will not do for both.

If the dig hits rock we adjust the build up rather than fighting it. Breaking out limestone to make a textbook depth costs more than it is worth and achieves nothing.
